it will doubtless consider it worth while to

engage instructors who are persons of intelligenge

good education and force of character on the one

hand, and who on the other hand are free from

the distraction of living on the bare margin of

subsistence. Such teachers are not cheap.

III. FORM OF ESTIMATES.

For many years it has been the practice to

draw up the Estimates under the Headings of the

different schools. The reason was, I suppose,

that the Government or ratepayers might see at

a glance how each school is staffed, and what

it costs. As a matter of fact the system does

not truly fulfil this purpose because with a

total Staff of over 200 teachers, constant

transfers are necessary owing to Sickness, Leave,
